یکی از معضلات کنونی کشور که به دغدغه مهم دولت و دستگاه قضایی تبدیل شده، پدیده زمین‌خواری است. برای کمک به مهار و کنترل زمین‌خواری در اراضی منابع‌طبیعی، پروژه‌ای تحقیقاتی برای شناخت عوامل ایجاد کننده این پدیده اجرا گردید. هدف اصلی این پروژه شناسایی عوامل و روندهای موثر در بروز و گسترش پدیده زمین‌خواری از جنبه‌های مختلف شامل سیاست‌ها و خط‌مشی‌های امور اراضی، اجتماعی- اقتصادی، مدیریتی و ساختاری و فاکتورهای موثر خارج از سیستم اداره اراضی ملی بوده است. همچنین، هدف دیگر این پروژه یافتن و پیشنهاد راهکارها و اقداماتی بوده که این آسیب و مشکل را می توانند مرتفع نموده یا کاهش دهند. روش تحقیق در این پروژه روش توصیفی بود و از اصول و معیارهای روش ارزیابی سیستم‌های اداره اراضی برای شناخت عوامل پدیده زمین‌خواری در عرصه‌های منابع‌طبیعی استفاده شده است. همچنین از روش دلفی برای پرسشگری از کارشناسان و نتیجه گیری نهایی استفاده گردید، از این روش برای ارزیابی شاخص‌های سیستم اداره اراضی برای آسیب شناسی زمین‌خواری استفاده شد. ميزان تاثير هر شاخص بر پدیده زمین‌خواری بوسیله مقیاس لیکرت در طی اجرای روش دلفی اندازه گیری گردید. در این پروژه، 40 مورد بعنوان عوامل موثر در زمین‌خواری مشخص شد. از مهمترین این عوامل وجود رانت در واگذاری اراضی ملی، عدم وجود برنامه آمایش سرزمین و ضعف در فرهنگ سازی و افزایش سطح آگاهی مردم در زمینه مشارکت در حفظ اراضی ملی می‌باشد. پیشنهادات مهمی شامل تصویب قوانین و مقررات جدید و به روز، افزایش مجازات زمین‌خواری از طرف دادگاهها و ایجاد دادگاههای تخصصی مربوط به زمین‌خواری توسط کارشناسان ارایه شد. واژه های کلیدی: زمین خواری، اراضی، جنگل، مرتع، روش دلفی

One of the current problems of the country, which has become an important concern of the government and the judiciary, is the phenomenon of land grabbing. To help curb and control land grabbing in natural resource lands, a research project was conducted to identify the causes of this phenomenon. The main purpose of this project was to identify the factors and trends affecting the occurrence and spread of land grabbing at various levels such as land policies, socio-economic factors of society, management and structure and effective factors outside the national land management system. Another goal of this project was to find and propose solutions and measures that can eliminate or reduce this damage and problem based on recognizing the factors. The research method in this project was descriptive and the principles and criteria of land management systems evaluation method have been used to identify the causes of land grabbing in the field of natural resources. Also, the Delphi method was used to question the experts and the final conclusion, this method was used to evaluate the indicators of the land management system for the study of land grabbing. The effect of each index on the phenomenon of land grabbing was measured by the Likert scale during the Delphi method. In this project, 40 factors were identified as effective factors in land grabbing of natural resource lands. One of the most important factors is the existence of rent in the transfer of national lands, the lack of land management program and the weakness in culture and increasing the level of public awareness in the field of participation in the preservation of national lands. Important proposals were made by experts, including the adoption of new and up-to-date laws and regulations, the increase of land grabbing penalties by the courts, and the establishment of specialized courts related to land grabbing.Keywords: Land Grabbing, Lands, Forest, Range, Delphi method
