Creating a conducive environment for the emergence and growth of new innovative businesses and entrepreneurial activities is essential today. Experience has shown that the emergence of innovation in the economy and the creation of added value is the creation of an ecosystem of start-up and innovative businesses. The country's fisheries sector is no exception to this rule and needs a supportive ecosystem in order to grow and develop. On the other hand, due to access to open waters in the south and the Great Caspian Sea, the fishing sector is one of the high-potential areas in entrepreneurship, business creation and ultimately value creation. Therefore, the overall purpose of this study is to identify and present solutions for the development of entrepreneurial ecosystem and start-up businesses in the field of fishing and fisheries. This research is applied from the perspective of purpose and in terms of data collection method, it is of mixed type (qualitative + quantitative). The statistical population of the research in the qualitative section included 12 experts in the field of entrepreneurship, business and fishing, who were selected by theoretical sampling method and data were collected to the point of theoretical saturation. Also, in the quantitative part of the research, the statistical population consisted of experts and experts in the field of fishing in the research centers affiliated to the Fisheries Research Institute, unions, universities, etc., from which 40 questionnaires were collected. As mentioned, this research was conducted in two general stages. In the qualitative part of this research, strengths, weaknesses, opportunities and threats were identified in the form of SWOT model, as well as entrepreneurship development strategies and start-up fishing businesses.
