Globalization and the expansion of international markets in many developing countries provide opportunities for national development. Manufacturers must operate in emerging national and international markets. This means that producers must have more control over production and trade to ensure quality, maximize the added value of their products, and use them in a cost-effective way. In addition, manufacturers must comply with strict standards and safety regulations in these markets. Development, completion or creation of value chains of agricultural products is the basic strategy for correcting production operations, domestic and foreign trade of agricultural products. Developing and implementing a proper and comprehensive value chain structure can integrate micro-manufacturers with other support circles and organizations involved by facilitating the flow of goods, financial flows and information flow, and according to customer demand. . In this research, in the first stage, the comprehensive structure of the value chain and its sustainability requirements for agricultural products in the world are analyzed and then the comprehensive structure of the citrus value chain is developed. The statistical population of this study is the representatives of active organizations including experts from all chain links and involved and related organizations. In order to reach a collective agreement on the proper structure of the citrus value chain, the opinions of experts in all value chain links (s) include representatives (s) of producers, refrigerators and sorters, processors, related industries, shipping associations. And merchants are received and summarized in group meetings. The required information was collected from documentary and field methods and the completion of the questionnaire by holding briefing sessions with the participation of experts, specialists and related experts in the provinces of Mazandaran, Fars and southern Kerman, which numbered 65 people. To analyze the data from the brainstorming method, expert opinions on comprehensive value chain development structures were obtained. From the hierarchical analysis technique, the prioritization of structures according to economic, socio-cultural, environmental and structural criteria and sub-criteria, the optimal summary and structure, and policy proposals for improving and enhancing the citrus chain are presented. Finally, using the SWAT matrix, strengths, weaknesses, opportunities and threats are developed for value chain development. The results showed that among the four business models in value chain development, the "market maker" model as the best model with the highest relative weight (0.369) ranked first and the "comprehensive or integrated" model as the least important model with Relative weight (0.189) ranks fourth. In addition, the "orchestra" and "layered actor" models were ranked second and third in importance with relative weights (0.226) and (0.217), respectively. The mentioned criteria were estimated with an incompatibility rate of 0.05, which proves the reliability of elite judgments. Finally, recommendations for improving the situation of citrus production and export and its sustainability in the provinces of the country were proposed based on the formation of a citrus value chain model.
