The flowers and ornamental plants sector accounts for a high percentage of GDP and non-oil exports. In terms of climate diversity, rich genetic resources, employment, research development, technology and public participation, this sector is one of the important pillars of economic and social development in the country. However, due to some inconsistencies, inefficient methods, natural disasters as droughts, floods, etc. In the recent years, it has faced difficulties that have hindered the optimal growth of this sector. Therefore, in this project, in order to eliminate these problems and improve productivity, a strategy for developing flowers and ornamental plants production was developed in three stages. In the first stage, the current situation of the flowers and ornamental plants production system in the country was examined. In the second stage, the favorable situation in the market was mapped and the strengths and weaknesses were examined. Then, in the third stage, according to the results of the previous stages, a strategy for the development of daffodil flower production was developed. According to the results, questionnaires completed by experts (30 questionnaires were prepared and distributed among different greenhouse owners) and finally through the production strategy of narcissus flower according to Miltenberg model, by providing operational solutions, current production system can be changed to the desired production system. Among the operational solutions, we can mention the mechanization of daffodil production farms, use of digital approaches and development of export markets to neighbor countries. Also, support and investment development and adequate training for farmers to implement continuous and industrial flow methods and replacing traditional methods by them, providing low-interest financial resources to equip production technology and supply of consumer inputs such as fertilizers, pesticides and soil has a great impact. On the other hand, creating a database of the industry market to facilitate producer and customer access by relevant institutions, such as the Commerce office, strengthening transportation systems, especially cold supply chains and air transport to develop a continuous flow system, can also improve the current system effectively.
