هدف اصلی این پژوهش بررسی عمده¬ترین چالش¬های مشارکت شرکت¬های خصوصی فعال در حوزه سبزی و صیفی در معرفی ارقام محصولات مختلف سبزی و صیفی و همچنین تولید و تکثیر بذر ارقام معرفی شده توسط بخش دولتی از دیدگاه مدیران عامل این شرکت¬ها و راهکارهای رفع این چالش¬ها بوده است. این پژوهش از نوع تحقیقات کیفی بوده و از روش¬شناسی نظریه بنیادی به منظور دستیابی به هدف تحقیق استفاده شد. جامعه آماری این مطالعه کلیه شرکت¬های خصوصی عضو انجمن واردکنندگان بذر بودند که طبق آمار اخذ شده در سال 1398، تعداد آنها 37 شرکت بود و به روش نمونه¬گیری گلوله¬برفی انتخاب شدند. ابزار مورد استفاده به منظور جمع¬آوری داده¬ها، پرسشنامه¬ای نیمه¬ساختاریافته مشتمل بر 10 سوال باز بود که با استفاده از روش مصاحبه عمیق و نیمه‌ساختارمند با اعضای نمونه آماری پژوهش تکمیل شدند. مصاحبه¬ها تا رسیدن به اشباع نظری ادامه یافت و در نهایت 11 شرکت خصوصی در این پژوهش مورد بررسی و مصاحبه قرار گرفتند. به منظور اطمینان از روایی و پایایی داده‌ها در بخش كيفي، علاوه بر بهره¬گیری از روش‌های مختلفی چون مصاحبه، یادداشت¬برداری و ضبط صـدا طی فرایند جمع‌آوری داده‌ها، پس از پیاده¬سازی متن مصاحبه¬ها و استخراج اولیه کدها و مفاهیم و همچنین استخراج مدل پارادایمی، نتـایج به 4 نفر از مصاحبه شوندگان جهت بررسی و تایید و یا اصلاح ارسال شد که اصلاحات جزئی توسط دو نفر از پاسخگویان در کدها و مفاهیم پیشنهاد و اعمال شد. برای تحلیل داده‌ها از روش تحلیل مقایسه مداوم استفاده شد. در نتیجه اجرای کدگذاری باز و محوری به ترتیب 150 کد اولیه یا مفهوم و 33 مقوله استخراج شد. در مرحله بعد مقوله¬های حاصل حول سه بعد شرایط، پیامدها و راهکارها در قالب مدل الگویی این مطالعه ارائه شد. در نهایت چالش های شناسایی شده در 5 دسته شامل؛ چالش¬های سرمایه¬گذاری و دانشی، چالش¬ تغییر نگرش بهره¬برداران و کاهش قدرت ریسک آنها، چالش¬های حمایتی دولت، چالش¬های مربوط به بازارپسندی و کیفیت ارقام معرفی شده، و عدم موفقیت بخش دولتی در ایجاد اطمینان و جلب مشارکت بخش خصوصی شناسایی شدند. واژه‌هاي كليدي: به¬نژادی، تولید بذر، سبزی و صیفی، مشارکت بخش خصوصی، نظریه زمینه¬ای.

The main purpose of this study was to investigate the main challenges of private sector participation in breeding of vegetable crops and seed production of inland and improved cultivars and the main solutions to solve these challenges. This research is a qualitative research and the grounded theory methodology was used to answer the main research question. The statistical population of this study was all private companies that are members of the Seed Importers Association, which according to the statistics obtained in 2019, their number was 37 companies who were selected using snowball sampling method. The tool used to collect data was a semi-structured questionnaire consisting of 10 open-ended questions which were completed using in-depth and semi-structured interviews with members of the statistical sample. The interviews continued until the theoretical saturation provided by the selected sample, and finally 11 companies were surveyed and interviewed in this study. In order to ensure the validity and reliability of the data in the qualitative part, in addition to using different methods such as interviews, note-taking and voice recording when collecting data, the transcripts of the interviews, the initial extracted codes and concepts, and the paradigm model were sent to the four of the respondents to review and approve of the data and minor corrections were suggested and applied by two respondents in the codes and concepts. In this study, in order to analyze the data, the method of continuous comparison analysis was used. As a result of open and axial coding, 150 primary codes or concept and 33 categories were extracted, respectively. In the next step, the resulting categories were presented around the three dimensions of conditions, consequences and solutions in the form of a paradigm model. It should be noted that the identified challenges regarding private sector participation in plant breeding and seed production of vegetable crops varieties released by the public sector were categorized into 5 categories, including; Investment and knowledge challenges, the challenge of changing the attitude of producers and reducing their risk power, the challenges of government support, the challenges of marketing and the quality of the released varieties, and the failure of the public sector to create trust and participation of private sector.
